CAPABILITY STATEMENT C-FAR SERVICES (SDVOSB) Engineering
and Technical Support for COD at WJHTC Market Survey Contract #DTFACT-16-R-00046 Abstract C-Far Services is a certified Service Disabled Veteran Owned
Small Business (SDVOSB) that has been providing contractor service to the William J. Hughes Technical Center (WJHTC) for 8
years. C-Far Services is currently the incumbent contract holder of the Center Operations Group (COG) Engineering
and Technical Support Contract (DTFACT-1-D-0008) from which C-Far Services receives continual praise from FAA Federal staff
for the level of professional and technical excellence in the support provided. Currently, C-Far Services
also successfully supports projects and programs for the FAA at the WJHTC including: Labnet Support (DTFACT-10-D-00006) and
the Aircraft Fire Safety and Research Program Technical Support Contract (DTFAWA-1-A-00101). Number of Years in Business C-Far Services has been in business 8 years as a SDVOSB. Type of Services Provided by Your Firm C-Far Services has for the past 5 years
successfully provided facility maintenance and engineering design, construction and operational support services for the FAA
William J. Hughes Technical center campus and tenants (NJ ANG177th Fighter Wing, Atlantic City International Airport,
and the Department of Homeland Security Transportation Security Laboratory). C-Far Service’s support team has
provided a safe, healthy and secure work environment while providing technical skills and subject matter expertise (SME) in
infrastructure such as buildings, roads, utilities and land while complying with environmental laws, policies, directives
and other initiatives. C-Far Services provided Program Management Support, Configuration Management Support, and Information
Technology Support to the Center Operations Group as well. C-Far Services also provided research laboratory support
for the design, development and implementation of NextGen concepts. These services includes defining networking/data
communication requirements, researching evolving products, providing cost assessments, vendor management, network configuration,
creating program management plans and determining future support requirements. C-Far Services provides Aircraft Fire
Safety and Research Program Technical Support services to the FAA at the WJHTC by conducting extensive testing, research and

C-Far Services Team currently holds the contract for Center Operations Group Engineering and Technical Support and has been
committed to assisting the FAA at the WJHTC in providing Facilities Engineering Support (including planned power shutdowns
and facilities oriented emergencies), Configuration Management Support, Program Management Support, and Information Technology
support. C-Far Services intends to provide the same level of professional dedication and technical excellence
in support of the anticipated contract in the contract areas of Facilities Engineering Support (including planned power shutdowns
and facilities oriented emergencies), Facilities Operations Support, Quality Management & Support Services Support, Center
Service Liaison & Imaging Technologies Support, Production Control and Planning Support, and Logistics Management Support.
Since C-Far is the incumbent there will be no contract transition risk that would cause schedule delays,
added cost or technical issues to current COG tasks in progress. C-Far Services has had no staff turnover during the current
Period of Performance and will be proposing the same staff members who have the subject matter expertise outlined in the new
SOW and who have developed the close business relationships with WJHTC COG Federal Staff, tenants and onsite facilities support
organizations (ISS, FedCAP, etc.). C-Far Services intends to reach out to new staff
to fill the newly identified support requirements and labor categories in the anticipated contract. C-Far continually collects
resumes and keeps an eye open for new talent. C-Far management will ensure that new members to the support
team have the same level of professional excellence and expertise as the current C-Far support staff. The
C-Far Management Team holds PMP certifications and will have responsibility for management of the contract. The Program Manager
(PM) will be responsible for keeping the CO informed of ongoing contractual and administrative concerns. The
Task Area Lead (TAL) will have responsibility for the technical quality and timely completion of all tasks on this contract.
The TAL will serve as the primary technical and contractual contact point for the COTR on all work performed on this
contract. The C-FAR Management team will conduct task planning, scheduling and monitoring, risk management,
track deliverables, assign labor resources and conduct project quality assurance activities. The TAL in coordination with
the COTR will assign and track work orders via the established Work Authorization Form Process (WAF). The
TAL will also work separately with FAA leads to assign tasking to staff as needed. Weekly and Monthly reports
will be developed and they will summarize work completed and address any issues or concerns. The C-Far team will remain flexible
in scheduling work hours for supporting planned power shut downs and facility oriented emergencies for the anticipated contract

This contract, to which we won the follow-on award, setup the research laboratory
for the design, development, and implementation of NextGen concepts. Tasking included hiring and motivating personnel, defining
networking/data communication requirements, researching evolving products, doing cost assessments, working with vendors,
working with FAA headquarters personnel, configuring and reconfiguring networks, preparing briefings and technical reports.
Additionally, the team worked on SCAPs, program management plans, and funding future support requirements and directly

to provide NAS Area Lead Support to the SOS5 FAA contract. This work involved the management of 24
personnel supporting Mode S and ASR-9. In addition to regular technical support, tasking required
the implementation of a quality program. Activities accomplished during this contract included: - Managing, hiring and motivating of
personnel.
- Starting a quality program – developed processes and procedures. Presented briefings.
- Managed
the procurement of bits and pieces to prepare field kits – did competitive bidding research.
- Managed the test
equipment calibration process. Again did competitive bidding research.
- Managed funding and burn rates for both
contractor staff and customers.
- Wrote weekly, monthly reports and tracked numerous ongoing projects
C-FAR project engineers accomplished Mode-S/ASR-9 equipment
modification designs, maintained software configurations, prepared CAD drawings, prepared maintenance manuals, and assembled
upgrade modification kits. C-FAR engineers
also provided on-site maintenance support, conducted radar evaluations, and performed equipment relocations. The procurement activities performed on this contract
are similar to those of the Logistics Management Team. The project planning, execution, coordination, costing, reporting, quality management has applicability across the
entire COG. Maintenance of facilities requires
following procedures, doing audits, inspections to ensure availability and reliability of equipment. Strategic planning and project execution excellence are essential to facility
support as well as to field support and project management mentioned above.

of this contract was to help the WJHTC Test Directorate become ISO 9000 certified. This contract required
implementation plans, preparation of schedules, exemplary expertise of ISO and CMMI processes,
a knowledge of the William J. Hughes test environment, knowledge of project planning, gap analysis expertise, and the capability
to develop different types of processes. Team members were required to use Microsoft Office Tools,
e.g., Word, PowerPoint, and Microsoft Project. The task required the team members to make drafts of
plans, prepare training plans appropriate to managers and employees, conduct training while maintaining a strict a schedule.
The team was tasked with ensuring all stakeholders were kept in the loop throughout the certification process with
on-going conversations, weekly, and monthly reports. Training focused on ISO and CMMI model requirements and business
objectives. The team developed quality management system documentation that met all requirements and complied with targeted
project management, engineering, and support processes. The team conducted informal assessments and
audits with staff. These assessments trained employees and managers in the types of questions the formal
Registration Team would ask. The C-FAR team initially developed a Project Plan that established
goals, identified stakeholders and milestones before any work began. This Project Plan was used through
this tasking to keep all efforts visible and on track. This past experience on the Test Directorate
certification will prove valuable in conducting internal audits, defining processes; and, either developing or enhancing
quality management systems for the Center of Operations Group (COG). These processes could have broad
applications such as enhancing the Center’s infrastructure management, personnel management and driving standardized
compliance with federal laws and regulations such as safety and environment. | Work experience with the FAA
C-Far Services has been a contractor supporting the FAA at
the WJHTC for the last 8 years. As indicated in Prompts 2, 3 and 4 above, C-Far Services has extensive
work experience with the FAA. Not only does C-Far as a SDVOSB have extensive experience working with the FAA on a corporate
level, individual C-Far Services staff members have worked with the FAA at the WJHTC for more than 10 years. Some
C-Far staff has spent their entire career at the WJHTC either as former Federal employees or contract support staff. All
of C-Far Services’ work experience has been performed at an exceptional professional and technical level.
